The main goals are: By 2030, significant progress will be made in the green transformation of key sectors, green production and lifestyles will be basically established, the coordinated capacity for pollution reduction and carbon reduction will be significantly enhanced, the efficiency of key resource utilization will be further improved, the policy and standards system supporting green development will be more comprehensive, and the overall green transformation of economic and social development will achieve remarkable results. By 2035, a green, low-carbon, and circular development economic system will be basically established, green production methods and lifestyles will be widely adopted, coordinated improvements in pollution and carbon reduction will achieve significant progress, the efficiency of key resource utilization will reach an internationally advanced level, economic and social development will be fully on a green and low-carbon path, carbon emissions will stabilize and gradually decrease after peaking, and the goal of a Beautiful China will be basically realized.

In accelerating the green and low-carbon transformation of industrial structure, promote the green and low-carbon renovation and upgrading of traditional industries. Vigorously advance the green and low-carbon transformation of industries such as steel, non-ferrous metals, petrochemicals, chemicals, building materials, paper, and printing and dyeing. Promote energy-saving, low-carbon, and clean production technology and equipment, and advance the updating and upgrading of process flows. Optimize production capacity scale and layout, continuously update binding standards on land, environment, energy efficiency, water efficiency, and carbon emissions, and enhance the leadership of national standards in guiding the optimization and upgrading of traditional industries, establishing and improving capacity exit mechanisms. Reasonably raise access thresholds for resources and environmental approval for new construction and renovation projects, and resolutely curb the blind launch of high-energy-consuming, high-emission, and low-level projects. Vigorously develop green and low-carbon industries. Accelerate the development of strategic emerging industries, build green manufacturing and service systems, and continuously increase the proportion of green and low-carbon industries in the total economy. Speed up the cultivation of competitive green and low-carbon enterprises, creating a group of leading enterprises and specialized, refined, unique, and innovative small and medium-sized enterprises. Actively promote models such as energy performance contracting, water-saving contracting, third-party environmental pollution treatment, and environment-trustee services oriented toward environmental governance outcomes. Promote high-quality development of the cultural industry and deepen the integration of culture and tourism. Actively encourage the accelerated development of new industries, new business forms, and new business models with green and low-carbon orientation. By 2030, the scale of the energy-saving and environmental protection industry is expected to reach around 15 trillion yuan.

Accelerate the coordinated digital and green transformation and development. Promote the deep integration of industrial digitalization and intelligence with greening, and deepen the application of artificial intelligence, big data, cloud computing, and the industrial internet in power systems, industrial and agricultural production, transportation, and building construction and operation, achieving digital technology empowerment for green transformation. Encourage various users to "go to the cloud, use data, and harness intelligence," supporting enterprises in upgrading traditional industries with intelligent and green technologies. Promote the construction of green and low-carbon digital infrastructure, advance energy-saving and carbon-reduction retrofits of existing facilities, and gradually phase out "old, small, and scattered" facilities. Guide digital technology enterprises toward green and low-carbon development, helping upstream and downstream enterprises improve their carbon-reduction capabilities. Explore the establishment of efficient environmental pollution and meteorological disaster monitoring, proactive warning, scientific analysis, and intelligent decision-making systems. Advance the construction of a three-dimensional China with real-world visualization and empower applications through spatiotemporal information.

Achieve a safe transition, grasp the dialectical unity between strategic principles and tactical flexibility, and seek a dynamic balance among multiple objectives such as development and emission reduction, short-term and long-term goals, and local and overall considerations, in order to ensure national security, social stability, and the well-being of the people. Promote high-quality development of new energy, plan comprehensively, establish standards before dismantling old ones, properly manage the relationship between new and traditional energy, and between energy development and conservation. Address the weaknesses and shortcomings in the field of green technology, and improve the modern energy industry system. Accelerate the creation of a green and low-carbon supply chain to effectively ensure the safety of industrial and supply chains. Establish mechanisms for assessing and responding to industrial and supply chain security risks, evaluate potential risks, and formulate countermeasures to strengthen security. Accelerate the development of national carbon footprint standards for new energy vehicles, photovoltaics, lithium batteries, and other “new trio” products, enhancing the ability to respond to international trade carbon barriers. Uphold the ecological security baseline, focus on improving the diversity, stability, and sustainability of ecosystems, enhance biodiversity protection, increase the supply capacity of high-quality ecological products, strengthen ecological security barriers, and continuously enhance the public's sense of gain, happiness, and security from the ecological environment.
